Policy Statement
The employees and workers under Contract Communications Co. are the company's most valuable resource. It is the policy of Contract Communications Co. to provide a safe and healthful workplace for all employees and workers through the establishment of rules, procedures and programs which are strictly enforced at all locations. It is also the intent of Contract Communications Co. to comply with all federal, state, and local safety standards, codes, and regulations.
Responsibilities
Management: Overall and ultimate responsibility for this policy lies with the President and Owners, Gary Descher and Dennis Descher
Supervisors:
Supervisors are responsible for the safe condition and operation of each job site managed for Contract Communications Co. to the extent within their control.
Specific responsibilities include:
- Inspect work areas and equipment for compliance with work rules and standards
- Instruct employees and workers on hazards of the job, how to work safely according to operating procedures and applicable safety regulations
- Ensure prompt treatment and reporting of injuries that occur in their work area
- Investigation of all occupational accidents
- Enforcement of job site safety rules and regulations
- Setting the proper example for safety by observing all applicable safety rules and Regulations
Employees and Workers:
Every employee and worker is responsible for following work safety rules set forth in this safety manual and for reporting any unsafe conditions or unsafe acts that they may be aware of.
Specific responsibilities include:
- Only performing jobs that they have been specifically trained to do
- Following prescribed safety rules and regulations
- Using required personal protective equipment
- Reporting all unsafe conditions or practices
- Reporting all injuries, no matter how minor
- Cooperate during the investigation of amyaccidents that occur
Personal Protective Equipment and Clothing:
- All employees and workers shall wear appropriate footwear. Footwear shall
Consist of a substantial leather shoe or boot with a steel toe that protects the foot From injury resulting from dropped tools and materials
- Shorts and sleeveless shirts are not allowed. Long pants and short sleeve shirts
Are required
- Employees and workers working on the job site must wear hard hats at all times
- Eye protection must be worn at all times when operating power equipment and
When cutting or stripping cables
- Employees and workers shall use appropriate fall protection equipment when
working on utility poles and fixed ladders during the installation and servicing
of cables
Electric Power Tools:
- All guards and safety features furnished with hand and power tools shall remain in place even when being used
- Employees and workers shall use all guards, tools, and safety devices provided to prevent injury. This includes shields, guards, interlocks, etc. that are provided on power tools and equipment
- Electric power tools shall be of a double insulated type or provided with proper grounding. The grounding prong on plugs of power tools shall not be removed
- Power sources for all electric tools and equipment shall be equipped with ground fault circuit interruption devices. These devices are located at the circuit breaker, service outlet, or an integral part of a power tool extension cord
- Power tool electric cords and electrical extension cords shall never be used to hoist or lower the power tool, other tools, equipment, or supplies
- Employees and workers are required to report to their supervisor immediately any problem or defect present in tools and equipment that they are using or responsible for
Hand Tools:
- Employees and workers shall use the appropriate hand tool for the work being performed. Screwdrivers shall not be used as a substitute for a drill in order to place holes in walls
- Handles and the working ends of hand tools shall be inspected by the employee and worker before each use to determine if the handle or working end is damaged or defective
- Tools determined to be damaged or defective shall be removed from service or discarded to prevent injury. Handles shall not be taped or secured with nails or screws, as a means of tool repair
- Tools shall be carried in tool pouches when ascending and descending ladders or utility poles. Tools shall never be carried in pockets or inside of clothing
- Employees and workers shall never toss or throw tools to another employee or worker, regardless ifthat employee or worker is working form ladders, poles, or other elevated surfaces. Tools and materials shall be provided to employee and worker working from elevated surfaces using a tag line or rope
- Electrical extension or power tool cords shall not be used in place of a tag line for hoisting tools and equipment
Ladder Safety Rules:
- The complement person shall inspect ladders prior to use each day for chips,cracks, and other defects
- Ladder rungs shall be kept clean and free of mud, dirt, and moisture to prevent slips while climbing
- The areas at the top and bottom of each ladder being used shall be kept clear of rubbish, debris, and equipment
- Only one worker shall be allowed on a ladder at anyone time
- Employees and workers shall always face the ladder when climbing up and down a ladder
- Ladders must be climbed in a manner that three point contact is maintained with the feet and hands on the ladder rungs. At no time shall an employee or worker climb a ladder with one hand on the ladder and the holding tools and materials
- Only fiberglass type ladders shall be used when working in close proximity to electrical lines or energized electrical equipment. Wood ladders should not be used for work near electrical lines, as they can become conductive when wet or moistened form outdoor conditions
- The ladder feet shall be placed on firm, level ground to prevent the ladder from tipping as the employee or worker is climbing
- Ladder feet shall be provided with non-slip type feet when used indoors or on paved surfaces
- A tag line shall be used to hoist tools and equipment to employees and workers performing work on ladders. The tag line shall be used to prevent employees and workers from carrying tools and materials while climbing ladders
- Tools shall be carried in tool pouches when ascending and descending ladders.tools are never to be carried in pockets or inside of clothing while climbing ladders
- The safe working capacity of the ladder being used shall not be exceeded. This working limit includes the weight of the employee and worker, tools, andmaterials placed or carried onto the ladder
- The employee or worker designated as the "competent person" for ladder safety purposes shall ensure that all of the above ladder safety rules are observed by employees and workers at the job site. He shall also be sure that defective ladders are removed from service immediately
Extension Ladders:
- Where possible, ladders shall always be secured or lashed at the landing or surface where the top of the ladder is placed against to prevent it from tipping backward or slipping to the side
- Ladders shall be erected so that the ladder side rails extend at least 36 inches above the landing or roof surface when the employee or worker intends to use he ladder the climb from the ladder onto the roof or landing surface
- Extension ladders shall be erected at an angle such that the distance from the wall to the base of the ladder is one quarter of the:total working length of the ladder
- The top of extension ladders shall be placed such that both side rails support the ladder equally
Side Ladders:
- Cross bracing on the rear section of stepladders shall not be used for climbing unless ladders are designed and provided with steps for climbing both sections
- Spreader bars on stepladders shall be fully extended before use
- Employees and workers shall not work on the second step from the top, never on the first step from the top of a stepladder
